What is going on in DC? Higher HIV/AIDS rates than West Africa

The CIA Factbook lists percentages much higher than what they talk about in this article. According to the CIA Factbook for example, Zimbabwe's HIV-infected group is 24.5% of adult population (which is roughly 55% of total population). Where's the disconnect?

I did Zimbabwe because the person who made the comparison did work in Zimbabwe. It'd be a bit disingenuous to pick a low-HIV-prevelance area in Africa to compare to, knowing people will cringe at the whole continent, when you yourself worked in and are familiar with a country with a much bigger problem. And, I didn't even pick the worst one. Botswana and Swaziland are over 35%.

Even so, there are west African countries with similarly high HIV rates. Namibia has a 21.3% rate among adults. But, they were probably thinking of a country like Angola, with a 3.9% among adults. So, the HIV rate in DC sucks, but it still pales in comparison to some of the hardest hit areas of the world.
