Trump’s pick for ambassador involved in racist smear against black politician

President Trump’s nominee to be ambassador to Norway is facing demands that he abandon his pursuit of the diplomatic post following the unearthing of a 1994 court filing indicating his involvement in the production of a racist campaign flier against an African American politician in Georgia. According to the filing, Mark Burkhalter helped create a flier that distorted and exaggerated the features of Gordon Joyner, a candidate for county commissioner in north-central Georgia. Joyner was pictured with some features darkened, a large Afro, enlarged eyebrows and a warped eye.Joyner sued for libel, resulting in an out-of-court settlement, an apology signed by Burkhalter and three other men, and payment of an undisclosed sum.Burkhalter did not disclose his involvement in the controversy to the Senate Foreign Relations Committee, according to a letter written by Sen. Robert Menendez (N.J.), the panel’s ranking Democrat, that was obtained by The Washington Post. The committee’s discovery of his role has not previously been reported.

“These actions should disqualify anyone from Senate confirmation,” Menendez wrote in a letter sent to White House Chief of staff Mark Meadows on Thursday. “During this time of national trauma and reckoning over violence and racist actions against African-Americans, however, it is unthinkable to nominate for a position of public trust an individual who participated in such a despicable, racist scheme. I therefore urge you to immediately withdraw his nomination.”

Burkhalter became a target of the lawsuit during his role as campaign chairman for Mitch Skandalakis, then-chairman of the Fulton County Board of Commissioners. The signed apology says the flier “contained a distorted photograph of you and inaccurate statements regarding you and attributed to you.” Burkhalter approved of the flier’s release, authorized payment for some of the printing costs and directed that the flier be attributed to a fake Political Action Committee with a fake P.O. Box address, according to court filings citing his and other depositions.

The flier sparked a controversy when it was released, with a 1995 editorial in the Atlanta Journal-Constitution calling it a “racist hit piece.” The filing says that during a meeting Burkhalter attended before the flier was created, attendees discussed that “white voters in North Fulton County were unaware that Gordon Joyner is black.” During a deposition, Burkhalter said the doctoring of Joyner’s photo was discussed and joked about because “the face looked a little funny.” “People laughed about it at the meeting?” Burkhalter was asked. “Yeah,” he said, according to the deposition. During the campaign, Skandalakis admitted responsibility for another flier with a photograph of Joyner next to his white opponent. “The Issue Isn’t Black or White,” read the flier with the word “Black” above Joyner and “White” above his opponent.

And then there were ten: With 85% turnover across President Trump’s A Team, who remains?

Having tracked turnover for five presidents and closely following the churn in the Trump White House, it is clear that what is currently going on is far from normal. Less than a month after President Trump’s inauguration, National Security Advisor Michael Flynn was forced to resign, and this high-level departure marked the beginning of an avalanche that resulted in an additional 21 A Team departures over the course of that year. Compounding the first-year irregularity was the multiple firings, forced resignations, public humiliation of staff members (via Twitter), the onset of the Mueller investigation and the inability to fill high-level government jobs. From the beginning, A Team turnover in the Trump administration outpaced his five predecessors and not just by a small margin.

Just 32 months into the Trump administration, the rate of turnover had exceeded his five predecessors’ full first terms. At the same time, Cabinet turnover was also breaking new records and the number of vacancies across Senate-confirmed positions in the nation’s federal departments was sky high. Not only had the Trump administration not nominated candidates for many of these positions, but some who had been confirmed were departing at the start of year two. While it is undeniable that the churn in the Trump White House is unlike anything that other presidents have experienced, it is worthwhile to analyze those A Team members who have managed to hold their job since January 2017. While there is no common denominator across these ten advisers, it is also true that there is no guarantee of continued employment in this White House. The random nature and frequency of staff shuffling is unprecedented. While prior administrations have had their share of palace intrigue, this administration has more public back-biting, infighting, controversy and instability—the consequences of which are on full display as the administration bungles the nation’s response to the most formidable crisis since WWII. Personnel can be a president’s number one asset and this president has done little to recruit and retain the best and the brightest. Though the 10 A Team staff members remaining have demonstrated skills enviable of “Survivor” contestants, their small number tells you all you need to know about the chaos and instability in this administration.
