I think a regular old prosecution will serve just fine. The ones that get caught won't exactly see the kid glove treatment in court. It's just a security and law enforcement issue as I see it, in that they may need to change some tactics in order to capture or identify perpetrators. Once that's solved and they're in the justice system, they're toast.
I think it is valid. It really sucks. Don't think there is a great answer to fixing the situation though.
