Unfortunately vice crimes are a direct by-product of economic hardship, particularly as it strikes women (prostitution) and immigrant/minority groups (drugs, ethnic gangs); so until Bulgaria or the EU as a whole can more fully educate and employ those other social groups, these criminal enterprises will continue to prosper.
