This is the reason why these meetings have historically been much more coordinated in the past instead of two hour talk about whatever meetings. Bush jr learned this when Putin went to his ranch... the Russians' tactic are to always to push further publicly than what was actually agreed upon in meetings. It's very amateurish to not be prepared for this. Putin obviously has no respect for Trump who can bully on the playground with the little kids all day long, but in a fight with the big kids, he cowers. Typical bully behavior.

Respectfully ... if you think the play with Trump/Tillerson is a hardening of relations with Putin where sanctions can NOT be lifted, you haven't been paying attention. Trump and Tillerson have been trying since day one (even before with Flynns notorious Dec 29 call) to get sanctions lifted. Tillerson' lifetime has spent serving Exxon who has billions invested in Arctic drilling rights that cannot be cashed in on until sanctions are lifted. So no way this is the play for Trump/Tillerson. Too much is invested in a joint partnership with Russia and Russia has too much at stake financially and strategically to mess with their agenda of boosting their economy and getting Trump to break up NATO alliances to allow him the chance to take back the Baltic states. The only play this is for Putin is to show the world that Trump is his bi$&*, and show that he is a man in charge of the USA.
