They expire if they are not caught. Whether they respawn elsewhere is unknown to me, though sometimes it certainly seems that way, though it could be purely coincidental that a Pokemon later spawns down the road from its previous location.

Caught an Ivysaur today! My office is very close to Torrey Pine/Del Mar. That area is filled with Pokestops and Pokemons. Non-stop actions. :grin:
It really just depends on what area in your city and what area of the country you are in to determine how common a pokemon is. Like when I went up to Chicago drowzees were everywhere. It was annoying. I'm gonna check out downtown Austin near Auditorium Shores tomorrow I think. Supposedly there are tons of charmeleons there.
Robbie is right. Pokemon rarity is dependent on your location. So looking at a rarity chart is useless.
