Playing Crowd Noise over the Arena's Sound System???

What the heck is this? I was watching the Wizards vs. Celtics game, and the announcer said that Boston plays crowd noise over the sound system when the opposing team has the ball. Not sure if its true, but it was so loud I thought something was a little fishy. Is this a common practice in the NBA?

I think its fairly common in all sports. I know that when WCW wrestling was still in business they did it. They also piped in chants.
