I posted about this in another thread, but it could've been some dumb car thieves. Carjackings are up 108% year-over-year in DC and lot of the criminals are juveniles. A 13-year-old was recently killed when he tried to carjack an off-duty federal agent outside the FBI headquarters a few weeks ago; that kid had been arrested previously for other carjackings when he was 12. I wouldn't be surprised if this was the work of some dumb, brazen, young criminals.
The article states the SUV was empty... why would it be permissible for the secrete service to open fire to protect property (a vehicle) that is empty? Unless they were shooting in warning in some way... I imagine if SS is shooting at you.... they will hit you... unless they aren't intending to hit you... but it is possible they just missed I suppose.
I agree that they likely wouldn't pull their guns unless they were ready to use lethal force. Anybody can miss. Without more information, it's impossible to know what the suspects were doing.
