Arab governments don't trust each other. Many of those authoritarian regimes are petty and corrupt despots. They use the Palestinian cause to deflect interior public conditions while maintaining a superficial front of solidarity. It's a rather strange relationship. Before the Oslo Accords, the Palestinians were welcomed guests in Jordan....until they became a rowdy minority bent on gaining more power in the government, which later forced the King of Jordan to expell them. Like I alluded before, many governments are using Palestinians to spite Israel, yet on the other end, the Palestinian issue is deeply embedded in any form of peace between Israel and its neighbors. How much of that foreign aid to Egypt and Israel is really owed to their agreed peace? The answer would take more research than I'd care to spend.
