That doesn't make any sense. If a student is uncomfortable in class, what are the chances they're going to pay attention to the teacher or what they're supposed to be learning? And this - "If everyone dresses seriously, they will take the school and their studies more seriously." - No they won't. There's no connection between the two, at all.
