When the person saying the want to meet carries with them the power of head of state, and only requests the meeting after he was exposed by the person for committing a crime and abusing his power and has already stated that those connected with it are close to spies and brought up the idea that spies are subject to being executed, then yes, it is reasonable to at least be suspicious that it might be a threat.
