I plan to buy an Ipad 2. They are selling 16GB at $399. Any suggestions or anything that I need to pay attention to when buying one?
If you want a cell data plan, make sure you are buying one that has the capability. For $399, I doubt it has one.
You can get a 32gb refurbished iPad 2 through Apple.com for $399. Ive got 2 iPhones, 1 macbook, 1 iMac, and 1 iPad refurbished and they all were in perfect condition with the same warranty as a new one. Apple actually replaces and damaged parts of the product to put it back into a new product look, but using refurbished and tested parts. Check out for light leaks on the side of the screen and dead pixels when you buy it. Otherwise, apple products are rather safe to buy. Remember apple has a "no questions asked" 14 day return policy so you have plenty of time to use the ipad to sus out any problems.
I believe the new iPad 2s are wifi only. The cell phone thing he is talking about is that some models of iPad have 3G (or LTE/4G on new ipads) radios that you can buy month to month data plans instead of relying on wireless. The funniest scams are the ones where guys are selling new iPads out of their van. They let you see it and try it out. Then, they sell you a weighted iPad box with no iPad at some unbelievable bargain. People are so stupid to fall for that...but they do. I got your new iPad2 right here, man! 32 GB for only $150!

Really the only accessory you are likely to need is a case, and perhaps a screen protector film. Maybe a stylus if you want to use drawing/art apps or handwriting apps. Most places that sell ipads will have them, but amazon often has better prices.
