BTW, Michael Bay needs to sign up the Robotech franchise. (I can't believe I just said that)

 

It looked like I answered definitely but I'm not sure either. There were just a few parallels with Robotix, Transformers and what you said:
- snap off limbs
- heads (of some) like cockpits
- they could move around
- was a cartoon
- wasteland
- Robotix and Transformers both made by Hasbro
- Some of the same voice people in the Transformers cartoon in were Robotix

But then, Robotix were way more than 3 inches tall, Robotix kinda transformed but kinda didnt...they were "motorized" and not exactly wind-up, dont think they came with a comic book, and I'm not sure if back story is the same.
Hope you find out what it is.
