Whether or not he sold the car seems irrelevant in this case IF he wasn't the one driving it AND didn't give someone else permission to use HIS car. So either the person who hit you, stole his car or was driving the car he purchased from the previous owner... either way the previous owner is not liable for the damages. Now of course IF, the driver was expressly allowed use of the car by the owner, only then would he be liable. Do you still have the contact info, ID for the guy who hit you? Best course of action would be to go after the person who responsible for the damage. Also how did you know he was an illegal immigrant or deported? Deportation of an individual can be a long process, I doubt they could've deported him in a weeks time simply because of a DUI.
Take him to court. I doubt he'd be able to pay you for all the damages, but the judge might allow him to pay off his debt as your personal butler.
