FEMA is a bureaucracy, it's not an organization capable of effectively responding to emergencies because the people on the ground aren't allowed to make major decisions. This is refelected in the hierarchy of FEMA and especially in the top-down approach of this administration. The major reason people don't want to work for FEMA (and you can read betwen the lines in the quotes) is that you have to run things through DHS and the WH so they can consider the politics before you're allowed to act. FEMA's also recruiting hard at the mid-manager levels and below, but with little success because of the same concerns.
