We want everyone to get their first round pick spot and not let someone who had top picks feel like they got cheated because whatever reason (other side of the world, didn't know we started draft, etc.). After this, 3 hour time window no matter what time before skip. If you know you wont be on, send a list to someone who has already picked or won't pick before your pick.
