If I'm not mistaken, you play the beta through an option in the Crackdown menu. So you'll need the disc anytime you want to play the Halo 3 beta.

Burnout Dominator is only for the PS2 and PSP, not the 360. The 360 will get Burnout 5, but the release date for that is still TBA 2007.
