Given that the Rockets are valued at $4.4 billion, which is 8th among 30 teams, I think they're tolerating it ok.
It doesn't have to do with the size of the city...it's the size of the arena's seating capacity. Arenas aren't all built with the same seating...

Not sure where you're getting that. The Rockets sold over 99% of their seating capacity in 2018 and over 100% of their seating capacity in 2019....
