This team has been bad even when they had Watson. And 2 years later, they’ve actually gotten worse and now everybody will likely get wiped out because of poor decision making at the ownership level, which as you’ve pointed out, won’t be changing.
Why take the chance? A win against the Cowboys is a pure fan thing. Who cares what Cowboys' fans think? They will lose in the 2nd round of the playoffs (if not the 1st).

Sam Darnold is the dumbest ****ing QB I've ever seen, and I've watched all of the Texans' ones. His sequence inside the 5 at the end of this quarter should be shown in QB College as exactly what not to do. I guess having 9 or 10 NFL caliber players on your college offense makes you look pretty good.
And he's just about to beat Seattle. Brain talent and physical talent = Great QB. Can't have one without the other. BigXII RBs Chubba Hubbard and D'ondre Foreman (remember him?) did the heavy lifting for the Panthers today.
The fans have no patience? The Houston Texans are the only franchise in the NFL to have never gotten past the divisional round of the playoffs. The Texans have won more than 10 games in a season just twice. The Texans have won a total of 4 playoff games in their existence. After this season the Texans will have had almost as many #1 overall picks as playoff victories. The Texans right now are the worst ran franchise in the NFL and their entire history overall has just been bad. Not once have they been a legitimate Super Bowl contender and if it wasn’t for the Raiders, Bengals and a very young Bills team, they wouldn’t have a playoff victory to claim.
They sat Watson. Doing so enabled them to finish with a worse record then they would have had. That gave them better draft picks. Thus they started the rebuild last year. Otherwise, why didn't Watson play?
