Web Site Management Software Question

    Is there a stand-alone program that allows you to easily manage a Web site? I'm talking about managing links and things like that, where you can drag and drop a page from one place to another while working on a Web site and all the links and stuff automatically update to reflect this change. I know FrontPage has a feature like this (navigation view), and I'm sure Dreamweaver and GoLive do as well. But is there a stand-alone program (for Windows) that does basically the same thing?

    The best one I've seen is Macromedia Contribute. Really easy and basically allows you to edit a site on the screen in a window that looks like a browser.
