How does that help if the phone service is knocked out?

Maybe you'd still be able to roam... I'm not sure how many cranks it takes to charge a phone in order to make a call.

yeah i remember with allison you just switched into roaming mode and you were fine and Sprint refunded people all the roaming charges that were incurred when the storm hit.
