I know computer questions suck, but I need help with this one

Seems maybe my deal is a little odd. And this is kinda hard to explain, but I'll try my best.

Some of the icons on my xp desktop look ragged, especially my internet explorer one. this one has a ragged white border surrounding it, and it didnt use to be that way. Many of the other icons also have this pathetic white border.

The border is white right now because that is the color of the background (of the text below each icon) So these disgusting looking borders can be any color.

Now, another issue I suddenly have is the fact that my wallpaper suddenly looks choppy and blocky. This is when I use a regular picture as my wallpaper. (like a picture of a rockets game from a night before). Now, I know a smaller picture gets slight blurred when used as wallpaper, but now it really iscrappy looking, to the point where I know something is wrong.

My pathetic looking wallpaper is in relation with the icons because when the icons are not loaded yet, the wallpaper pic looks normal, but when the icons load, the wallpaper is drastically reduced in quality. and right before the icons load (when I turn on the cpu), there comes up this white screen at first for like 2 seconds, then the suddenly downgraded wallpaper pic shows up, along with those "border icons."

and finally I think my XP overall performance is somewhat down and I dont know what i did. I can tell it when I dont see as much color in some of the software I use.

I may have to reinstall XP as a last resort.

I still think there are other issues with my xp, but this is not one of them anymore.
