[help] why is my desktop background and icons choppy

    In recent days my desktop and my icons have not looked the same.

    sometimes I will get a regular pic and use it as my background, and the pic will look fine, but now it looks all choppy.

    and also, my icons have white crap surrounding them (its the same color as the background of the text below each icon)

    I've tried to tweak my display settings but it doesn't matter. Does it have something to do with the 16-bit, 32-bit 256 bit colors?
