I am leaning toward the latter. As far as I know, there really isn't a demand for this much extra office space in a $3.8 bil building in lower Manhattan and this thing would not be built but for the subsidies. Not that the construction industry doesn't need a "stimulus" but perhaps there are more useful stuff to be done (roads/bridges type infrastructure). Also... So, this what the Kennedy from MTV in my youth is doing....
