Buying a theft recovery vehicle

I'm looking to buy a full-size SUV, and I found one at a good price with low mileage. The only issue is that the car was a theft recovery. However, the title is clean and apparently there was/is no mechanical damage.

a) Should I be concerned?
b) How much should I be able to knock off the price.

Yeah. Always get a PPI. I'm buying a CPO car from a dealership, where most everything should be covered, and I'm still insisting they take it to another shop where I'll pay for a PPI from a 3rd party.
