    It probably never will. The residents get the best of both worlds right now. County provides them with fire and police protection and the taxes remain low. If they become a city, taxes would go up a lot because then the city would have to provide all of the services that the county does. And because The Woodlands is the money maker for MoCo, they get the best service.
