Like someone else already said, it's been that way for years. Even a World Cup Final was decided on penalty kicks.... That's the cool thing about penalty kicks since there's so much tension, pressure, and controversy. It's 1v1 of a player and the goalie. Yeah, there may be some luck involved by trying to guess where the ball will go, but your goalie can usually decide the game for you.
It's not immense luck. There is still skill involved and, especially in this type of situation, is extremely stressful. I've been there in tournaments and championship games no where near this level and it was difficult to maintain focus.
