    I voted to expand the lottery to 7 teams because that comes closest to what I think would make a constructive change. I would divide the non-playoff teams into two halves: 7 and 7. The worst 7 teams would be the only ones to have a shot at the Top Pick and the lots should be proportionately distributed. I don't think that losing one more game than the next worst team should make you a lock to win the Top Pick because that difference in win totals could have been due to a freak injury rather than a true roster problem.

    Here's where it would get interesting. Take the next 7 worst teams and via a lottery, make it a mad scramble. Give the 14th team a realistic shot at moving up to the 8th pick. Not sure how the math works on this but you get the idea.

    NOt sure how you'd manage tie-breakers if there is a log jam for the 7th slot...

    Guess we've been the 14th pick for too long now!

    Yeah too many 14th picks. I changed my mind. We need to just give the #1 pick to the 14th team every year. #2 to the 13th and so on. Charlotte wants a top pick, they gotta pull themselves up by their bootstraps first.

    For all yall saying give the 1st pick to the 14th team, do yall know that this would encourage a new type of tanking in which teams desperately try to get out of the playoffs if they know they have no shot at winning.

    Whatever rule trying to stop tanking should be a draft rule.

    lotto all the picks and have less disparity with the odds, problem solved
