    They really are. This ref has "I'm bigger than the game" syndrome, and when he's not in a big game (ie - non prime-time), he seems to just have no second thoughts about making questionable calls.

    How was that not a penalty?

    Yes, it's okay for him to be out of bounds, but he didn't make any attempts to get back in bounds. Thought that was a penalty for not attempting to get back in bounds.
