No, they did not. The Cardinals are the second most historic franchise in baseball... yes... more than the Red Sox or Cubs... for a long time, they were the most west of any of the franchises, thus they have a super-huge fan base. Thus, they do the right thing by honoring and remembering their great players... but they only retire the best of the best's jerseys. Hell... they aren't even going to retire Mark McGwire's #25 (especially in light of the steroid stuff)... if McGwire played here, Drayton would already have a statue of him before he had even retired (oh wait... we already did that for two other guys). Or, you could look at it this way... the Cardinals have 31 former players in the baseball hall of fame, and 7 of them who have the Cardinals as their primary team... and they have 8 retired jerseys total. The Astros have a whopping 6 former players in the hall of fame, none of them who have the astros as their primary team... and we have 7 retired jerseys total. That doesn't make much sense...
