It was an unfortunate accident due to the parachute failing to open. 'Not harming any' is a strawman. No one expects there to be no civilian deaths in a war. However, we expect the military to exercise proportionality and facilitate humanitarian aid to civilians. The IDF has bombed nearly everything and caused over 24k civilians casualties, by their own estimate. They are also making it very hard to provide aid, hence the need for airdrops.
