Whether they should be legally counted for the purposes of electoral apportionment and whether that's a good thing are two separate questions. It is most definitely not taught in high school civics that illegal aliens help determine how many congressional seats a state gets.
I’m curious, setting aside the legality issue, do you believe the American economy is better or worse off with illegal immigration? In other words, do we need undocumented immigrants to perform work at wages that nobody else in the US will perform?
While yes there many illegal aliens working at very low wages it’s not all of them. Many who work in construction earn well above the minimum wage and are comparable is citizens and others with legal status. we have a shortage of people like drywallers and roofers and someone who can do that job well can earn good money. Many Americans don’t do that work because it is hard and very unpleasant work.
Hopefully your civics class did discuss the history of the census, and the need to have a actual enumeration... the total population. The founding fathers were probably uninterested in whether residents were "illegal aliens" but perhaps you should research Alexander Hamilton and other founders and see if they discussed such limitations.
At the time of the writing of the Constitution there was no such thing as an “illegal alien”. If you could get to the US you were allowed in.
Wasn't learning about the census and how it determines congressional representation a core part of civics classes? Back when I was in public school, counting every person for the census and understanding its role in apportioning House seats was considered basic knowledge. Makes you wonder if @Commodore went to some alternative school that skipped over those basic civics lessons.
I wonder if the Civics classes he must have missed also covered other uses of census data, including understanding the community needs such as schools, hospitals, and public works?
