The issue is these shelter rules shouldn't apply to illegals. No illegal migrant should be eligible for right to shelter. That's ****ing dumb. They should DMZ-lite (no mines or lethal defense systems) the most highly trafficked and easily accessible parts of the border. They already do 654 miles of fencing.
