first of all I would want to apologize again for using the wrong wording or not making myself clear. What I meant by culture is not targeted at American culture vs other cultures, but rather it is important for an education system/parenting strategies/government leadership to promote a "culture" of confrontation avoidance. In regards to this aspect, NZ has done a really good job in terms of promoting a more 'laid back' environment. Also I would argue that comparing crime statistics to those particular countries is probably not such a great standard to be holding yourself in. Look at "underdeveloped' countries like China, India, or even palestine. Really I feel that with the amount of resource america have and the level of literacy compared to those countries you listed, it should be among the safest in the world.

I was in NZ a few months ago and agree that NZ is much safer than the US and that does have to do with both a difference in laws and culture. I do know that MMA is popular there and while there met someone in Christchurch who was training in MMA and hoping eventually to go to the UFC.
I’m still not ready to say definitively whether this was justified or not but the more info they in seeing is that this isn’t. Neely’s history isn’t meaningless but in this exact situation we would have to know first whether the person who out the choke on had any history with Neely and two that still wouldn’t mean that at that moment Neely was a threat at that moment. The description of Neely acting erratic and yelling wouldn’t justify use of force. If Neely was physically accosting people that might. We don’t know yet if that was the case. Acting erratically and yelling in public is at most a disturbance of the peace but doesn’t rise to the level of a threat until they are at least brandishing a weapon.
Just pointing out that screaming and yelling or even making a verbal threat isn’t a crime. If so then I would be justified to choke out the next Karen at Target who is upset that they don’t have what she wants in stock.
