New Gun Control Measures Set To Be Announced Today By The Senate

    A bipartisan group of senators is likely to announce an agreement on reforms to the nation's gun laws as early as this afternoon, multiple sources familiar with the talks confirmed to CBS News, a deal that is the culmination of weeks of negotiations sparked by the mass shootings in Buffalo, New York, and Uvalde, Texas.

    One person familiar with the negotiations told CBS News that a "framework of principles and programs" is set to be unveiled later Sunday. The agreement, this person said, includes providing federal incentives to states to pass "red flag" laws; improving the background check system; more funding for mental health programs; increased funding for school safety programs; and plans to address gun trafficking and straw purchases.

    "It looks to me like we are on the verge of something a little bit later. We just need a couple more sign-ons, but we're close," the source said. CNN was first to report the expected announcement.

    Now that a general framework is in place, lawmakers "have to put it into language," which "shouldn't take too long," the person said.

    A bipartisan group of senators began working last month to find common ground on reforms to gun laws in response to the massacres at a Tops grocery store in Buffalo and an elementary school in Uvalde, which together left 31 people, including 19 children, dead.

    While prior attempts at passing gun control legislation have failed, senators involved in the latest round of negotiations have been optimistic they would reach an agreement on a plan that would garner support from at least 10 Republicans, whose backing is needed in order for legislation to advance in the 50-50 Senate.

    President Biden has said he supports the efforts in the Senate, but has continued to pressure Congress to take legislative action to harden gun laws. While the president has advocated for lawmakers to reinstate the federal ban on assault weapons and high-capacity magazines, or raise the minimum purchasing age for those firearms from 18 to 21 and strengthen background checks, among other measures, the Senate has instead been working toward a more narrow proposal that would have GOP support.

    Separately, the House last week passed a package of bills that raises the age to buy a semi-automatic weapon from 18 to 21 years old; bans large-capacity magazines; incentivizes safe storage of firearms and establishes requirements regulating storage of guns on residential premises, and builds on the Bureau of Alcohol, Tobacco and Firearms' regulatory ban on bump stocks, which allow semi-automatic rifles to fire more rapidly.

    The legislation passed by the House, however, is unlikely to clear the Senate.

    • Protections for victims of domestic violence: Convicted domestic violence abusers and individuals subject to domestic violence restraining orders will be included in the National Instant Criminal Background Check System.
    • Funding for school-based mental health and supportive services: Invests in programs to expand mental health and supportive services in schools, including: early identification and intervention programs and school based mental health and wrap-around services.
    • Funding for school safety resources: Invests in programs to help institute safety measures in and around primary and secondary schools, support school violence prevention efforts and provide training to school personnel and students.
    • Invests in telehealth resources: Invests in programs that increase access to mental and behavioral health services for youth and families in crisis via telehealth.

    Baby steps. Even then, all but one of our NRA blood money Texas politicians voted against these baby steps towards what we really need to do in gun reform. When the time comes I hope they all get voted out.

    That's so disgusting when the majority of the GOP doesn't want any gun reform. It's like a mob with them and the NRA as their mafia boss. We've had ten more mass shootings yesterday and today. This is ridiculous!

    It shouldn’t be this hard. There is no way we should be choosing our “right” to buy unregulated AR-15s over the safety of our children in schools.

    I just don’t get it.

    none of them will give a damn unless it’s them or their own kids who are a victim of gun violence…none of their kid’s schools are getting shot up, so they will send out their useless thoughts and prayers while waiting for their next check from the NRA

    Honestly, I think some of them would prefer sticking to their gun money and say if their teacher was packing an assault rifle then their kid might have been saved. Lauren Boebert, Ted Cruz, and Greg Abbott come to mind in that scenario.

    And my money is on all 10 of these Republicans getting primaried by an NRA funded mega nutcase.

    I fear too that there is a setup coming where some meaningless bill is passed and the next time there is a shooting in unison the Republicans and FOX will go in full gear screaming “See!!! It’s not the guns!!” And saying the Dems failed you… vote R and we’ll sic John Wayne on the bad guys.

    Still… gotta sign it into law and just make an effort to message what it is and what it is not.

    This proposed bill certainly doesn't go far enough but it is something and given the opposition we need to do something. The problem with issues like this is that legislative inertia builds up so that it becomes harder to make even mild change. At the sametime the attitude that unless it stops all incidences it shouldn't be passed.

    I will repeat again. Even if we stopped the sale of all firearms tomorrow there will still be mass shootings. Given how many weapons are out there already. Like any large problem though taking the first few steps is necessary. It's like being morbidly obese. No diet will cause you to lose all the weight quickly but if you're unwilling to take even mild steps like cutting back on drinking soda you will never lose weight.

    Just to note from the 10 Republicans that are supporting this 4 are not running again and 6 are not up for reelection. And no surprise but some Republicans are already lining up to heavily oppose it including against the members of their own party.

    I also suspect this bill will have a hard time passing the House especially given that a House Bill already passed with much greater measures. There is some hope that a compromise can come out of House Senate negotiations but I doubt it given how much opposition there was just getting these passed. It won't surprise me at all if there are many in the House who oppose this bill. Like so many issues I would still encourage them to pass this.

    Doing nothing is worse than doing little.
