    JV-Perhaps the statement meant if they don't make the playoffs this year, the Rockets give either a top 15 pick or their own pick, and the top 15 part is basically like top 3 protecting it-if we happen to not make the playoffs, and get lucky in lotto balls, we'd have an escape route from giving that up.
