Yes. The FBI can and has done foreign investigations especially since the US is a member of INTERPOL. The agency has agents stationed around the World and has been involved in overseas investigations regarding things like drug trafficking. Obviously Ukraine doesn't have to follow US warrants but that is where most likely they would be interested in keeping on the good side of the US. Rudy Giuliani though has no official standing as law enforcement and asking the President asking the leader of Ukraine to cooperate with his private lawyer in an investigation of a US citizen is shady at best.
