Trump set a terrible example about masks. He made fun of Biden and various reporters who wore them. He refused to wear one until his polling numbers started dropping. The President should be leading by example. He failed miserably at that. While Trump rightfully let US citizens back in from China early on, there was no quarantine and minimal tracing and monitoring of them. He failed miserably at that. He contradicted his medical experts about treatment, in particular, HCQ. He created a controversy where one should not have existed. He failed miserably at that. He made a number of statements at his March 13 National Emergency speech as to things that were going to happen. Still waiting on a number of those. None of those required hindsight. They were abject failure points at the time they occurred.
Trump bullied states into opening. He had more luck with the red States. Trump is currently bullying states into opening their schools this fall. He is threatening to hold back federal funds. Thus, Trump is indeed bending the states arms.

As opinion polls during that time showed, the popular opinion at the time was in support of a lock down and avoiding the viral spread. For example, Michiganders in April approved of their governor's decisions by 57% (link below). As it has been stated many many times, those whom Trump was encouraging to "liberate" their states and go against their governors were in the minority overall. But beyond that, as the president, Trump's job was and is to do what is best for the country, whether it is regarded as a popular decision or not. His job is not to echo the sentiments of the majority, as you put it, or reflect and follow popular opinion.
