I'm gonna guess at the time he was smack-dab in-between. People who have met him in recent years claiming he is 6'4 are probably right, as becoming overweight combined with natural aging you certainly would shrink some. But to say he was 6'4 in his playing days is over-the-top stupid. Just old-heads that think their era is the GOAT era.
That pic would be in shoes which is about a inch and a half taller. i don't think he was 6'4 but closer to 6'5
His pre draft height without shoes was 6'43/4 and we don't know if that height chart is accurate. When he came out nobody was claiming they were shorter than they actually were. i think he was shorter than 6'6 his listed height.

I am not sold on this kid. In the modern NBA, being freakishly athletic is not as important as being able to shoot. Give me a Durant/Harden/PG sorta player. And knowing the Knicks are most likely going to draft him, he will be a bust.
