    Another thing to remember is that chemical warfare is not that effective as weapon especially with WW2 or WW1 technology. Artillery & rockets tend to destroy a significant % of the chemical weapon and it's difficult to built up lethal concentration (multiple rockets, artillery, bombs have to hit the same spot in a short period of time,, something that's very difficult to achieve without precision guided munition) Chemical weapons were more effective during WW1 due to trench warfare.
