Dr. Of Death?

"A Brazilian doctor who was charged with killing seven patients to free up beds
at a hospital intensive care unit may have been responsible for as many as 300
deaths, according to a Health Ministry investigator."

You go to the hospital in the hopes of getting medical help and instead you get
euthanized. It's hell to be poor!

This movie is set in Brazil, but I'm not sure the storyline
resembles this tragedy. This doctor is psycho or evil or both!
