The real common signifier of fascism is basically violence and the willingness to use state violence, either physical, legal or economic, or the threat there of to protect in-groups and hurt out groups, with no other ideological commitments. So if that threat involves nationalizing industries ok, if it involves privatizing government agencies, also ok.
