It's a clever political move: - Average voter could care less about the census; but will see CA suing the administration over it. Helps affirm existing ideas that Dems are generally hysterical, overly PC. - More importantly, its a good way to make the immigration community appear smaller by encouraging underreporting. This does two things- 1) It allows the WH to claim immigration population has decreased (even if it hasn't) 2) It affects the way Representative and Electoral College votes are allocated. Immigrants alone won't be a massive swing but one less Dem Rep here or there can add up in a polarized Congress.

Not the point of the Census. The Census counts ALL people in the country, with or without citizenship. The Census short forum (one sent to EVERYONE) has not asked about citizenship since 1950. Sanders lied thru her teeth. This is an attempt to suppress the count to affect Congressional districts.
The interesting thing is that this totally screws Texas. A lot of federal grants are based on population size of a state. This question hurts Texas more than most states at a time when the Texas government is essentially broke. If you're from Texas, you definitely shouldn't want this. There's no upside other than to deprive the state of tax money that it paid for.
I asked 2 questions and they danced around them. If the goal of the census is to not count citizens then I think it is fair to use a different avenue.

And the outrage is that they are fouling an activity with so many good objectives and outcomes to do so.
