Scott Skiles got 30 assists by himself on December 30th, 1990 - so yes, it's been done (Nick Anderson chipped in 1 assist to bring the backcourt total to 31). But is that the highest combined total ever? I have no idea.
I forgot about Scott Skiles my new bold prediction: Harden and CP3 will have at least 15 assists each in a single game this year. I'd be surprised if 2 teammates had done that before in NBA history.
